A few years ago, someone had the idea to install loudspeakers with CCTV cameras, creating a system whereby operators not only kept an eye on things, they could also talk to the public.
CCTV systems have been in use for a number of years. Uses include monitoring for security, in plant such as warehouses, banks and private homes or estates, and also for monitoring behaviour in public areas, a usage very common in the UK.
But a few years ago Middlesbrough installed CCTV cameras equipped with loudspeakers, which have been used to instruct people to stop anti-social behaviour in the streets. Other areas have installed the loudspeaker enhancements, with support from the government.
There is divided opinion over whether this is a further infringement of civil liberties, or a good idea to keep streets and town centres safe.
The ability to ‘speak’ to infringers seems to have made a difference. Either taped messages or operators speaking directly to the public have admonished people who are dropping litter, riding bicycles in pedestrian areas, and starting fights.
Two men who started fighting ran off in opposite directions when an operator told them to stop. A young man riding his bicycle through a pedestrian area was asked to get off and walk. He looked horrified as he realised the message was intended for him, and complied promptly.
And a couple was even spotted having sex in a town centre in Northampton Borough. The embarrassed pair, who had probably been drinking, fled the scene.
